US (VA): Grants may be cancelled if performance measures are not being met

Grants made through the commonwealth's Agriculture and Forestry Initiatives Development Program include several contingencies that must be met by recipient businesses. According to Michael Wallace, Director of Communications of the Virginia Department of Agriculture and Consumer Services, "Companies must provide an annual progress report as grant requirements are fulfilled on successful completion of three project-specific performance measures – jobs, use or production of Virginia-grown products, and total capital investment."

"At any point during the grant fulfilment phase, there may be a mutual decision to cancel the grant if it is determined that specific performance measures are not being met or not likely to be attained," he continued. "When a company fails to meet a performance measure, a percentage of the grant funding is returned…"

There was one clawback for a controlled environment agriculture project, Red Sun Farms in Pulaski County. The original award was $100,000 in Fiscal Year (FY) 2014 and they repaid $26,666.66 on July 22, 2019.
